IDMT Agreement Signing Ceremony @ Saleh Pat District Sukkur

 

An Irrigation and Drainage Management Transfer (IDMT) Agreement Signing Ceremony of 19 Farmers Organizations (FOs) of Upper Nara canal command was held at Union council Office 33 Taraee , Taluka Saleh Pat, District Sukkur on 27th October, 2008.

Mr. Mohammed Hashim Leghari Managing Director SIDA chaired the ceremony and handed over management of 19 irrigation channels to concerned Farmers Organizations (FOs) under Sindh Water Management Ordinance (SWMO)-2002. Mr. Ghulam Mustafa Dahri Director Nara Canal Area Water Board (NCAWB), the signing authority of IDMT agreement on behalf of NCAWB, Syed Gulzar Shah Executive Engineer Thar Division NCAWB, Mr. Nazeer Ahmed Memon SDS/DGMT SIDA, Mr. Samo Khan Bhanbhro Taluka Nazim Saleh Pat, Mr. Ghulam Mustafa Ujjan Group Leader SMG, Mr. Ghulam Mustafa Panhiyar AEN Nara Lift sub-division, Mr. Aftab Khoso AEN Saleh Pat, notables of the area, FO representatives, farmers, CSO activists, political workers, journalist from print and electronic media, participated in the ceremony. Total participation in the ceremony was more than 200.

Mr. Yar M. Bhanbhro Chairman FO RD -145 Minor, Mir Akhtar Talpur Chairman FO RD-214 Minor and Mr. Turab Ali Aradin Secretary FO Simni Minor in their speeches appreciated the SIDA for making arrangements of IDMT Agreement signing ceremony, they also pointed out issues faced by the FOs and farmers in Nara Lift and Saleh Pat Sub-Divisions. Mr. Samo Khan Bhanbhro Taluka Nazim Saleh Pat assured the forum that local government will try to help FOs in resolving their problems, it will take up the issues of farming community with elected representatives of the area. Mr. Mustafa Ujjan Group Leader SMG focused the background of irrigation reforms and importance of IDMT agreement in his speech.

Mr. Nazeer Ahmed Memon SDS/DGMT SIDA appreciated the efforts of FOs and assured for active support from SIDA in improvement of these channels. Mr. Ghulam Mustafa Dahri Director NCAWB assured the FO representatives that the issues pointed out by the farmer speakers such as remodeling of Nara , breakdown of electricity, declaration of Upper Nara Division will be taken up on priority basis, and necessary proposals will be prepared to be put up before the competent forums.

 

Mr. Mohammed Hashim Leghari MD SIDA in his presidential speech congratulated the FO representatives signing IDMT agreement in the ceremony. He also advised them that participatory irrigation management is not a new concept in the history of Sindh. He also assured that SIDA and AWB staff will provide support to FOs in water distribution, management of channels and investment under different schemes and projects. He also said that the issues pointed out by the farmers such as lining of these channels, rehabilitation works, separate electricity feeder for agriculture etc. will be addressed by SIDA on priority basis. At the end, he handed over the management transfer agreements signed by AWB and FO representatives to representatives of 14 FOs of sub-division Saleh Pat of district Sukkar , 04 FOs of sub-division Nara Lift of District Khairpur and 01 FO of sub-division Kot Ghulam Mohammed district Mirpurkhas .

At the end of the ceremony Tree plantation drive was launched by the Managing Director SIDA in upper Nara Region by planting a sapling of Neem tree along the bank of Channel RD 145 left side.

At the end of the ceremony, lunch was served to the participants.
